I think this is what you want to use for the online DQM
test/development (online dqm is going to see *raw* data).

And you will want to use GEN-SIM-DIGI-RECO for offline
trigger dqm code (offline dqm is going to see *reconstructed*
data and does not have HLTDEBUG information apart from
HLTDEBUG stream and I think so far no plan to use HLTDEBUG stream
for JetMET HLT DQM).

STARTUP vs. IDEAL

if I understand right.
