`AMC13uHAL::AMC13uHAL(uhal::ConnectionManager* cm, const std::string& prefix) : cms::AMC13(new ipDev(cm, prefix+"T2"), new ipDev(cm, prefix+"T1"))`	AMC13uHAL class constructor which takes a `uhal::ConnectionManager` object and a prefix for both of the AMC13 tongues to be built and builds two ipDev objects and passes them to the AMC13 class constructor

The AMC13uHAL class inherits all public methods from the [[AMC13. The purpose of this class is essentially to offer the ability to crate an AMC13 object while using a uHAL connection file.
